If the fuel pickup tube is plastic, there is a steel ball in the very bottom of the tube. It acts as a check valve to advance the fuel up the tube and into the Venturi of the carb. The ball can get stuck in the tube, and prevent gas from sucking up the tube.
With gas tank off, try squirting carb cleaner in the inlet of the tube, and tapping the tube to free up the ball. Test your work by blowing and sucking on the tube to make sure fuel can go up the tube, but not flow out.
