I'm quite sure the pto functions as you suggest...indepently between front and rear output. You might find a nameplate with model # and do some Googgle search on it.
My 1946 WDX came with a front winch and a winch behind the cab. Both were independent, but accomplished in a different manner. There is a main pto on the driver side of the transmission. This pto has a short shaft in the rear that drives another small transfer case type unit. Somewhere I have a picture of the name tag. Anyway that small TC has a front output shaft driving the front winch and a rear output shaft for the rear winch. It is controlle by a cable/knob unit at the dashboard. I removed the rear winch and considered removing the little unit but decided it was too much trouble and who knows, someone might want to utilize the feature once again down the road.
