The truck has a factory PTO for the NP420, so I doubt it was modified with a split shaft My guess is that they would run the pump (with the lever in the rear position) with the winch clutch disengaged. If they needed to winch themselves out of a bind, they would engage the winch clutch and push the PTO lever forward. Running the pump backwards of a short while wouldn't hurt anything.
Hopefully they disengaged the winch safety brake so they could run the pump without burning up the winch brake.
Having been a volunteer firefighter for almost 40 years, I bet there were a couple times when they engaged the pump and found that the winch had unspooled a fair bit of cable out the front. Just a hunch!
