What you are trying to do is going to be very tough in PA. The DMV is not particularly helpful when it comes to being clear on how to accomplish what is needed. You will need a very knowledgeable notary first and foremost. Many title places have no idea what should be done outside of normal circumstances. Your notary is likely going to tell you that you're "jumping" the title since it was not transferred by the last owner from MT to VT and cannot be transferred to you.
There are a few exceptions, for example if the seller is a dealer or if the truck was registered / plated. Some states do not require titles for vehicles over a certain age, or if they are designated as classic, antique, military, etc. PA is not one of those.
It will be helpful to find the frame number but it should match the what is on the door tag. Using the engine number on the title was common for a lot of states.
Unfortunately, if the engine was changed, which was also common on vehicles of that era, the number no longer stays with the vehicle.

If you know who the truck was last titled to there may be hope. They have to be able to be contacted and be willing to help.
