That's correct. The rear brakes tend to lock up earlier on a truck because they usually don't have any weight in the bed, and because the dynamic center of gravity (not quite the right term) shifts toward the front during heavy braking, reducing the weight over the rear wheels even more so.

Several people with disc brakes on the front of their Power Wagons have said that they did not need a proportioning valve on the rear brakes because the drums are so underpowered to begin with they wouldn't lock up! Another good reason to switch to disc brakes.
