Ventilator Wing Weatherstrip Brass Spacer

I have studied the Parts Interchange Manual (Excellent Resource) and starting on page 302 the is a pictorial of the weatherstrip installation process. In the image on pg 303 the brass spacer appears to be mushroomed through the frame. I have purchased the suggested 5mm spacers, and this is where I am not clear on the re-installation. Is the grommet pressed into the rubber from the back side to act as a stand-off so the rubber is not crushed? Or does it go through the frame to hold the clip away from the frame? Because of the mushroomed spacer in the picture on 303, I think the latter is the solution. Can one of you steer me straight.
